Current Roles & Appointments

As an international higher education accreditation and quality assurance expert, Perliter Walters-Gilliam brings over 20 years of experience developing accreditation standards, evaluating institutional compliance, and monitoring accreditation regulations.

She was recently and unanimously appointed as a Commissioner of the Middle States Association (MSA), with her term beginning in November 2026, and currently serves on the International Governing Board of the National Quality Assurance Agency for Education (NQAAE) under the administration of the President of the Republic of Uzbekistan.

Perliter also serves as an INQAAHE ISG Reviewer, a QAA Course Facilitator with UWI Open Campus, and an MBA Faculty Advisor in the Business Department at Bay Atlantic University.

 

Career Background

Perliter previously served as the Vice President of Accreditation at an institutional accrediting body, where she played a key role in advancing quality assurance and accreditation practices.

Throughout her career, she has conducted more than 300 institutional reviews of colleges, private universities, and independent institutions across the United States, while also providing evaluations and strategic consulting to higher education institutions and quality assurance organizations in more than 10 countries throughout Europe, Asia, Latin America, and the Caribbean.

Through her boutique consulting firm, NBBE Consulting, she partners with:

  • Specialized and institutional accrediting agencies pursuing U.S. Department of Education recognition
  • Certification bodies seeking accreditation
  • Government quality assurance agencies
  • Higher education institutions requiring accreditation, quality assurance, or organizational support

She also provides executive coaching for higher education leaders and facilitates professional development in capacity building, leadership, and team development.

 

International & Caribbean Work

Perliter's Caribbean heritage continues to shape her international engagement and commitment to advancing higher education quality worldwide.

She completed a year-long consulting engagement with the Antigua & Barbuda National Accreditation Board (ABNAB), culminating in a week-long on-site visit and a featured appearance on ABS TV's Antigua and Barbuda Today during ABNAB's 20th Anniversary celebration.

She also represented the Commonwealth of Dominica as its Quality Assurance Expert at UNESCO's 3rd World Higher Education Conference (2022) in Barcelona, Spain.

Additionally, she has facilitated presentations and professional sessions at international conferences in:

  • Graduate of the Goldman Sachs Black in Business Program (Cohort 6)

Community Service

Beyond her professional work, Perliter is committed to leadership development and community service.

She serves on the Leadership Southern Maryland Board of Directors and is a Court Appointed Special Advocate (CASA) for Charles County, supporting children and families through the court system.
